The pace bowler has claimed 309 wickets in 71 appearances with an average of 22.10.
The Australian chair of selectors the selector has confirmed that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
Speculation had been growing that the 32-year-old might sit out due to a persistent back stress problem that had not yet healed.
Earlier indications from the squad suggested no official announcement had been made regarding whether he would play, with the Test matches set to start on 21 November in Western Australia.
He revealed that his recovery is on track and remained hopeful about the prospects of participating.
"It's clear that the window is narrowing and multiple considerations at play, not only the back issue, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he'll participate in a significant role. With luck it's the first Test. If not, we'll adjust."
Previous Setbacks
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals recently after scans revealed a stress reaction in his back.
He has a history of recurring issues, with flare-ups in 2012-13, 2013-14 and 2015-16 leading to absences from several home seasons in a short span.
Cummins stated he would be proactive in his approach in his comeback strategy to make the squad for the Ashes.
Bailey noted that he did not know if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "becoming urgent" for him to recover fully for the initial match.
Contingency Plans
In case of absence, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from the national team for their limited-overs matches against the Asian giants as a precautionary measure because of soreness in his side.
He labeled it as a "small issue and confirmed that he's scheduled to appear in the state-level matches, so will be "ideally positioned to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to participate for the opening match as an all-rounder," Bailey explained.
"He was only going to play the starting games in any case. His aggressive style the willow in shorter formats, even if it just sets him back for 24 more hours, we opted to take a cautious route."
